Joe Mark Bill Jack excluding the “Names that begin with the same letter are next to each other” rule.
With that, it doesnt work. joe + mark do not both start with the same letters, but it clearly says that they are.
So it can’t be done.

It can’t be done!
Neither Joe nor Bill nor Mark can be last so that leaves Jack last
Jack and Joe are next to each other because their names begin with the same letter so Joe is third
Mark is in the middle and the middle of 4 is either second or third place, which means that Mark is second
that leaves bill first
but mark cannot be next to Joe so….
it can’t be done

Bill Mark Joe Jack–this is the best answer I can come up with…..the only thing not right is that joe is next to mark here…….however, there is a space in between them LOL. It would work this way Joe Bill Mark Jack if you meant to say that names that begin with the same letter are NOT next to eachother. Otherwise……there is no solution that matches exactly what you said up there.
