I think it is still OK to be a spammer as long as you spam your sites correctly without getting banned from Google or other search engines. To be honest, some of the “honest” sites that people think are honest also do the spamming thingy, to get the back links and getting on top of Google.

there would be no threat to your site unless the promoting tactics which you are following are unethical and violating the search engines’ principles. And once penalized, it would be very difficult to regain the positions in the search engines. Do some organic seo like the blog commenting, social bookmarking, directory submissions. And if you can go ahead, and spend a little, you can hire an seo expert who can help you drive tons of traffic to the site, with out you having difficulty.

You should hire a good SEO… but

if you want to do it by yourself, try to do things in following order…

1- Populate targeted keywords, title and descriptions for all pages..
2- Create and upload XML-Sitemap for the website.
3- Create and upload robots.txt for the site.
4- Submite you site to major ODPs
5- Execute a consistent Link Building Campaign for the site.
6- Directory Submission
7- Article Submission
8- Social Bookmarking

you will surly get some good traffic if you could perform this tasks with efficiency…
