Respect your parents. Get a job and pay the fees, or wait until you can.

Grow up. Become financially independent. Pay for your own horse and stable it however you want.
Problem solved.

You need to respect your parents.
If you got a horse, and were working to pay the stable fees, and then something happened and you couldn’t work, your parents would have to foot the bill, or your poor horse would suffer the consequences.
If you can’t guarantee on your own income that you can look after an animal, don’t get one.
You sound like a teenager. Most states don’t recognise teenagers as owners of pets anyway, only adults. So your parents would have legal responsibility for the animal.
Start working and save your money. Then when you can afford the stable fees 6 months in advance, and the other associated costs of a horse, consider getting one. But do not burden your parents with this. Their only responsibility is to raise you and provide for you. A horse is not a necessity.
