Generally used. It depends on what’s been donating, the inventory changes a lot because it all depends on what people in your area have recently donated, and what’s sold/what hasn’t. It’s not a bad place, I promise, but if you do buy something–give it a good washing before you wear it. Lots of people don’t like to shop there because it’s generally a stereotype for poor people to shop there. You can also find nice odd’s and ends there too.

They are sometimes worn sometimes new.
People donate clothing that they have used and it is not always in the best condition.
It is okay to buy clothing from there. Money is tight and it is completely understandable.

Yes, it is okay to buy clothes at Goodwill. I love buying clothes at Goodwill, because you can namebrand clothes at the same price as other shirts.
The clothes are usually worn, but most people wash them before donating, and you can wash them after you buy them.

I would try ARC, a little more worn, a lot more eclectic. I personally prefer it. You can buy items to DIY, remaking clothes is a lot more fun than just buying.
Sometimes you can find good stuff at Goodwill, you just have to go through a lot of stuff to find the treasures. Just wash the clothes and they are as good as your worn clothes.
