I was at a conference a few weeks ago and met a lot of people. Is it ok to add someone on LinkedIn even if I only met them once and maybe spoke to for half an hour? Can I contact people whose presentations I have sat through but I didn’t talk to long?

Sure. Linked in is for building your business contacts. These are your business contacts.
Don’t be upset if people don’t respond. I’m not a fan of linked it, so sometimes it takes a long time for me to bother with signing in and approving people.
