I have a paper to write, but I can’t find if the only time in history is when Bush got put into office after the 2000 election. Help!! and please, give me your sources!!

The popular vote has exceeded the electoral vote in every
presidential election. Perhaps you need to rephrase your
question. There are only 538 electoral votes and there are
millions of popular votes.
