If you are asking about outbound links, then 30 links on a page is too many. Not including the in-site linking.

The main thing is to get quality backlinks, if you visit

Less than 100 is certain, but 30 or less is best. Any links that are not link trades back to someone, or internal links you don’t need to send link juice through you can put “nofollow” tags on.
