If 2009 Expense was 10,000 and 2010 was 12,000, Divide 12,000 by 10,000 to get 1.2, then subtract 1 for a growth of .20, or 20%.

Or divide the increased amount (2,000) by the base year (10,000) to get .20, or 20%
