You cannot do so. You can upload a picture to photobucket, imageshack, or another free image hosting site, but Google doesn’t host it’s own images,only links to other images.
What are you looking to do with the picture? Is it for Google E-mail or are you just looking for the picture to come up in Google Search results? If Search Results, you will need to upload the picture to a web server (it would require you to have a web hosting account – cost of < $ 50/yr). Once the picture is uploaded you can reference it on a website with "alt" or "title" HTML tags which will help it pull for Google image results.
