(It’s simply the middle value).

Mean (Or average) is the sum of all the elements divided by the number of elements.
So…
Old Government: 120
New Government: 191

So this tells you that under the new government, although the average (Salary?) has gone up, the mean has gone down considerably, so that not everybody is sharing in the new wealth. In fact for most (60%) people, they find their situation is worse than before, because the country as a whole is wealthier, but inequalities are sharper as well.

Mean is the average so the old is 120 and the new is 191. The median is the middle arrayed so old is 120 and new is 75.
