Oh good student! This is the normative statement because this economic analysis is subjective, in that it requires that observer to make value judgments.
My personal experience to come up with normative or positive is that normative always make many more choices and sometime can be in debate. For this case, it is normative because in stead of providing job training, government can facilitate technology or using other methods.
Remember that positive statement is testable or verifiable. It is exact.
P.S. you can support that this statement is normative because it is not verifiable. There is no a “super sure” that if government provide job training and they can compete… lolzz…
