mark w: Can I get a tax rebate for local taxes paid where I am employed if I am working in a non tax location?
I live in a township so there are no local income taxes for my residence.
The income tax is paid to the city where my office is located.
I do service work so am out of the state and or country much of the year.

many localities model their tax system on the irs…..so if the locality withheld too much tax , then you must be allowed to file for a refund.
look into the locality’s procedures for refunds.

File a city income tax return (this may be part of the state income tax form, rather than something separate) and report how much of the income was earned there, calculate the tax on that amount, and subtract it from the tax that was withheld to calculate the refund.
