Airfighter54: can an employer require you to work on holidays, grant holiday pay and then not pay overtime?
I work for an employer that requires us to work holidays. He pays us a holiday rate of time and a half. Does this holiday pay exempt him from counting that holiday in the normal workweek? Our employer says that since he pays us extra to work the holidays then that holiday is not included in the normal workweek. Is this legal?

No. Overtime is overtime no matter how it occurs. Contact your state employment office and ask them what to do next. This is not a legal practice.
