I am not familiar with the Doggy Day Care Business specifically. But I understand business in general.
1. A High School Diploma is a gate that opens up to many other possibilities. It tells future employers that you have what it takes to complete that goal.
2. To start any business you need a plan. The basics of a business plan can be found here; https://search.yahoo.com/search?p=how+to+write+a+business+plan&fr=yfp-t-501-s&toggle=1&cop=mss&ei=UTF-8
3. To start a Doggy Day Care Business you need to look at these type of businesses in your area. (a) How many are there? (b) How many pet owners are there in your area? (c) You need a place to care for the doggies. (d) You may need others to help you.
4. College would help you get knowledge about business, pet care and gain other skills that you will need to run a business. You could major in biology, veternary sciences, etc. with a minor in business.
5. Building clientele requires knowledge in marketing. You learn this at college. Basically you can do it door to door, word of mouth, online, via television/radio and all the other media that people get advertisments from.

Answer by TrooperSome countries do not care for that. Some do depending on the type of business. Doggy Day Care shouldn’t need diploma.
To build a clientele, you need to advertise in the neighborhood. This may start with some well designed leaflets to Trade shows.
Thanx
