Generally lions and tigers are two distinct species and under natural circumstances will not mate. In captivity lions and tigers have mated and produced offspring. Lions and tigers are close enough related where they still can reproduce together although they have different mating selections. So yes to your answer, all the scientists did was put together the lion and tiger in a cage.
Lions tend to court their mates with gifts and take many days or weeks. They live in a pride and the females choose the lion who courts them the best. Tigers on the other hand live alone and there is not enough food to support the parents and child. So the tiger mates and go their separate ways. Lions and tigers rarely come into contact with each other and do not have the same or similar reproductive styles.
For some reasons they reproduce in cages probably because food is not longer an issue.
The same way mules are made.
